Manchester: The Hotspur Press mill is getting a new lease on life. Developers are stepping in after the government decided not to list the building.

This decision comes after months of uncertainty. The mill has been empty since 1996 and has seen better days. It’s been a bit of an eyesore, really.

There were plans back in 2020 for a tall tower around the mill, but that never happened. Now, new developers, Manner, are on board and have big plans.

They got the green light last summer to build a 36-storey student housing tower. It’ll have 595 bedrooms and a public square, all while keeping the mill’s facade.

But there was a hiccup. Builders couldn’t start work because someone applied to have the mill listed. That held everything up for months.

Finally, the culture secretary, Lisa Nandy, decided not to list the building. This clears the way for redevelopment to kick off.

A letter from her office explained that the mill doesn’t have the special historic interest needed for listing. It’s a relief for everyone involved.

Richard James from Manner called it a huge win for the community. He thanked everyone who supported the campaign to save the mill.

He also pointed out that it’s frustrating how one anonymous application caused so much delay. Now, they’re ready to move forward and make the community proud.
